SEO Consultant or SEO Agency in Malaysia: Which Should You Hire?

Hire an SEO consultant when your team can do the work and needs someone senior to direct it. Hire an agency when nobody on your side has the hours. Here is how to tell which one you are.

By Jenny Chai, Business Director·Kuala Lumpur

Hire an SEO consultant if someone on your team can edit the website and write content, and what you lack is a senior person to tell them what to fix first. Hire an SEO agency if nobody on your side has those hours. Most Malaysian businesses that search for an "SEO expert" sit in the second group and find out three months later.

The two cost about the same each month. The difference is who does the work. This guide covers what each one delivers, what they charge and the questions that sort a good hire from a bad one.

How does an SEO consultant differ from an SEO agency?

A consultant sells judgement. They audit the site, rank the problems holding it back and hand your team a plan. Good ones also train your writer and developer, then check the work each month. They rarely write the articles or fix the page templates themselves.

An agency sells output. A team makes the technical fixes, writes and publishes the content, earns the links and sends the report. You approve the work and someone else produces it.

That split decides what happens to the same audit. Give a 40-point fix list to a company with a web developer on staff and it gets done in a month. Give it to a founder who edits the site between sales calls and it waits in a folder until next year.

Freelancers sit below both. A freelancer usually takes a defined task, such as ten blog posts or a technical clean-up, at a lower rate and leaves the strategy to you.

Which costs more, a consultant or an agency?

The best public data is Ahrefs' survey of 350 SEO professionals, last updated in August 2024. It is global and leans towards Western markets, so read the ringgit column as an upper guide for Malaysia.

Who you hire Average monthly retainer (USD) Roughly in RM Most common hourly rate (USD)
SEO consultant 3,250 13,300 100 to 150
SEO agency 3,209 13,100 75 to 100
SEO freelancer 1,349 5,500 75 to 100

The ringgit figures use Bank Negara's interbank rate of about RM4.08 to the dollar. Ahrefs built each average from the top of every price band its respondents picked, so the true figures sit a little lower.

Consultants and agencies cost almost the same per month. The consultant's fee buys hours from one senior person. The agency's fee buys a team's output. If your side still has to write the content, add that writer's salary to the consultant's line before you compare.

We could not find a published survey of Malaysian SEO fees. From the proposals we see, agency SEO with real content production runs RM5,000 to RM12,000 a month, and our guide to agency costs shows where that sits against other disciplines.

Who should hire a consultant, and who needs an agency?

Start with who will make the changes.

Consultant or agency: who will do the work? Does someone on your team edit the site and write content every month? No Hire an agency You need people who do the work. Yes Is the problem one big question, or steady work every month? One question Hire a consultant Audit, plan, train your team, then step back. Steady work An agency, or a consultant on retainer Pick by who has the hours. If your writer is already full, the consultant's plan will wait in a queue.

Three cases come up often in Malaysia.

A manufacturer with an IT team and a marketing executive usually needs a consultant, because the people who make the changes are already on payroll. Our piece on SEO for B2B manufacturers shows what that plan tends to cover.

An online store run by a founder and two operations staff needs an agency. Nobody there has six hours a week to write buying guides and fix collection pages.

A company whose in-house marketing team has stalled often does better with three to six months of a consultant than with a switch to an agency. Our comparison of in-house teams and agencies covers the full cost of each.

What should you ask before you hire either?

Google publishes its own advice on hiring an SEO, and three points from it apply to consultants and agencies alike.

No one can guarantee a first-place ranking on Google. A pitch that promises one is a reason to end the call.

During an audit, give read access to Search Console and nothing more. Write access can wait until you have hired them.

You stay responsible for what they do to your site. Google warns that deceptive content made on your behalf can get a site removed from its index entirely, so ask what they will change and get it in writing.

Ask a consultant who on your team will carry out each recommendation and how many hours a week it will take. Ask an agency who writes the content and whether that person is on staff. Ask both what the monthly report will show besides rankings. Our on-page SEO checklist makes a good test: ask each candidate which items on it your site fails today.

Frequently asked questions

Is an SEO consultant cheaper than an SEO agency?

Per month, rarely. Ahrefs' survey puts the average consultant retainer at USD 3,250 and the average agency retainer at USD 3,209. A consultant works out cheaper only when your own team does the work they recommend.

What is the difference between an SEO expert and an SEO consultant?

No official one. "SEO expert" is the phrase people type into Google, and "consultant" is the title most independent advisers use. Judge either by the sites they have grown and by past clients who will take your call.

Can I hire a consultant and an agency at the same time?

Yes, and larger companies often do. The consultant sets the plan and the agency runs it. This works when one of them owns the result. If both report to you separately, you end up as the referee.

Who should handle AI search visibility?

Whoever handles your SEO, because the groundwork overlaps. Pages that rank well are also the ones ChatGPT and Gemini tend to cite. Check where you stand with our AI visibility checker, or read what our GEO service adds on top of SEO.

Where should you start?

Look at who will do the work, then hire for the gap. If you want a second opinion on what your site needs first, our SEO team can audit it, or you can talk to us directly.
