Advertising Agency or Digital Marketing Agency: Which Does a Malaysian Business Need?

An advertising agency makes people know and want your brand. A digital marketing agency turns that interest into sales you can measure. Here is how to tell which job your business needs done first.

An advertising agency makes people know and want your brand. It comes up with the idea, makes the campaign and gets it in front of a lot of people. A digital marketing agency runs the channels where buying happens, like search, paid social, your website and email, and it measures what each ringgit returns. If too few people know you exist, you have an advertising problem. If people know you but too few of them buy, you have a digital marketing problem.

Most Malaysian businesses we meet have a bit of both. Agency websites will not help you tell the two apart, because almost every agency in Malaysia now calls itself both. This guide explains what each one does, how they differ on paper and in practice, and the three questions that tell you which one to hire first.

What an advertising agency does: the campaign idea, the film and the visuals

A classic advertising agency sells the campaign idea: the message and creative that make people remember your brand. You give it a business problem, say a new product nobody has heard of, and it hands back a campaign: a central thought, the scripts, the key visual, the film, the billboard and the radio spot. Its people are strategists, copywriters, art directors and producers. The best of them are very good at one thing that is hard to buy anywhere else, which is making a brand feel like it matters.

Malaysia's larger agencies grew up around that model. Many sit under the Association of Accredited Advertising Agents, the 4As, and their work is held to the Malaysian Code of Advertising Practice, which the Advertising Standards Authority Malaysia polices. Broadcast and online content also falls under the Content Code run by the Communications and Multimedia Content Forum. If your category has rules about claims, health or children, an agency that knows these codes saves you trouble.

What a traditional advertising agency usually does not do is run your ads week to week. Media buying often sits with a separate media agency. Search, landing pages, tracking and conversion work often sit with nobody at all.

A digital marketing agency runs your search, social ads, SEO and website

A digital marketing agency runs the ads, search, website and email that turn people who have heard of you into paying customers. That covers paid search and paid social, SEO, the website, email and the tracking that ties it together. Its people are media buyers, analysts, SEO specialists, developers and content producers. They live inside dashboards and they are judged on cost per lead, cost per sale and return on ad spend.

The channels are where your customers already spend their time. DataReportal's Digital 2026 report for Malaysia counts 35.4 million internet users at the end of 2025, which is 98% of the population, and 30.7 million social media user identities. YouTube ads could reach 23.6 million people and Facebook ads 23.0 million. When almost the whole country is reachable online, the agency that can buy that reach well, and prove what came back, earns its keep fast.

The weak spot is the opposite of the advertising agency's. A digital agency can optimise a campaign to a cheaper click while the message inside it says nothing anyone remembers.

How the two agencies compare on cost, team, results and timing

Advertising agency Digital marketing agency
Main job Make people know and want the brand Turn interest into leads and sales
What you get A campaign idea, film, key visuals, copy Running ads, SEO, website work, tracking, reports
Who does the work Strategists, writers, art directors, producers Media buyers, analysts, SEO and web specialists
Time to see results Months to years Days to weeks
How success is measured Awareness, recall, brand preference Cost per lead, cost per sale, ROAS
Usual way they charge Project fees per campaign, sometimes a retainer Monthly retainer, sometimes a share of ad spend
Where it goes wrong Beautiful work nobody can trace to revenue Cheap clicks from people who never come back

Pricing for both sits inside the bands in our marketing agency cost guide. The model matters more than the label. A fee tied to a percentage of your media spend pays an agency to spend more of your money, whatever it calls itself.

Why every agency now says it does both

Because the media moved and the agencies followed. Ten years ago an advertising agency made TV and print, and a digital agency built websites and ran banner ads. Today a TV idea lives as a six-second YouTube bumper, and a performance ad on Meta needs a real creative idea to stop the scroll. Both kinds of agency now say "integrated", "360" or "full-funnel" on their homepage.

So read the team, not the website. Ask who will sit in your monthly meeting. A room full of creatives with one junior running ads is an advertising agency, whatever the deck says. A room full of media buyers with a freelance designer on call is a digital agency. Both are fine. They solve different problems.

Three questions tell you which agency to hire first

Three questions that pick the agency type 1 Do enough of the right people know your brand? Branded searches, word of mouth, walk-ins 2 When people find you, do enough of them buy? Website conversion, lead quality, repeat orders 3 Can you trace a sale back to the marketing that caused it? Pixel, conversion API, CRM, UTM discipline No No No Start with advertising work Idea, campaign, broad reach Start with digital marketing Search, paid social, site, offers Fix measurement first Before you spend on either "No" to more than one? You need both jobs done, under one brief.

Work through the questions in order, because each one depends on the answer before it.

Do enough of the right people know your brand? Look at how many people search your brand name each month in Google Search Console, and whether that number grows. If it is flat and your sales team keeps hearing "never heard of you", no amount of ad optimisation will fix it. You need an idea people remember and enough reach to plant it. That is advertising work.

When people find you, do enough of them buy? If traffic arrives but leads are thin, or the website is slow, confusing or built for a brochure era, you have a conversion problem. A clever campaign would only send more people to a leaky page. That is digital marketing work, and the website usually comes first. Our piece on traffic that does not convert covers the usual causes.

Can you trace a sale back to the marketing that caused it? If nobody can say which channel brought last month's best customers, both kinds of agency will grade their own homework. Fix the tracking before you hire either one. It is the cheapest work on this list and it makes every later decision easier, from your budget split to your break-even ROAS.

A RM3 million business selling through one website usually answers "no" to the second question first. A RM40 million manufacturer moving into consumer retail often answers "no" to the first. Most businesses in between say "no" to two of the three.

What goes wrong when you hire the wrong type of agency

Hire an advertising agency to fix a conversion problem and you get a campaign you are proud of, a spike in traffic and the same sales number three months later. Nobody did anything wrong. The work just arrived at a funnel that could not hold it.

Hire a digital agency to fix an awareness problem and the opposite happens, more slowly. Costs per sale look good in month one because the agency harvests people who already wanted you. By month six that pool is used up, cost per sale climbs and the answer on every call is more budget. The Meta ads cost benchmarks we published show how fast cheap clicks can stop meaning anything.

Both halves of this show up in the research. Les Binet and Peter Field's study for the IPA looked at 996 campaigns across 700 brands. Their finding was that short-term effects matter for efficiency, while the long-term effects drive growth and profit, and that you need both. In the same data, emotional campaigns reported very large profit effects 43% of the time after three or more years, against 23% for rational campaigns. Creatively awarded campaigns scored 2.8 on the IPA's efficiency measure while the rest averaged 0.3. Brand campaigns and conversion work both make money. The mistake is paying for one and expecting the results of the other.

Most growing businesses need both jobs done

If you answered "no" to more than one question, you need both jobs done. Whether it is one agency or two is a coordination question, not a creative one.

Two agencies can work. It means two briefs, two sets of reports and someone on your side making sure the campaign idea appears in the ads. In practice that someone is usually the founder. We wrote about where that handoff breaks in why your brand strategy never made it into your ads, and about the wider choice in integrated versus specialist agencies.

When one team does both, the same people write the campaign idea and run the ads, so nobody on your side has to carry the brief between two agencies. They see the cost per sale every week and change the creative when it slips. That is how we run brand strategy and performance marketing at Oblique, and it is why we stopped calling ourselves either an advertising agency or a digital one.

Five questions to ask an agency before you sign

Ask these before you sign with either kind of agency.

Ask this A good answer sounds like
Who works on my account every week? Named people, with roles, who are in this room
What number will you be judged on? One business number, agreed now, reported monthly
How will you know your work caused the result? A specific tracking setup, not "we'll see it in the dashboard"
What happens to the campaign idea in paid social? It gets cut down for each channel, and they show an example
What do you not do? A clear list, and a name they would refer you to

Frequently asked questions

What is the difference between an advertising agency and a digital marketing agency?

An advertising agency creates campaigns that build awareness and preference for a brand, often across TV, outdoor, print and online video. A digital marketing agency runs the online channels that convert interest into sales, like search, paid social, SEO, websites and email, and measures what each one returns.

Is an advertising agency more expensive than a digital marketing agency in Malaysia?

Not by default. Advertising work is often priced per campaign, so the cost arrives in large one-off fees. Digital work is usually a monthly retainer plus your ad spend. Compare the total over a year against the result each is accountable for.

Can a small business in Malaysia skip the advertising agency?

Often, yes, at first. A small business with a clear offer and an existing audience can grow a long way on search, social and a website that converts. Brand-building work becomes urgent when growth stalls because not enough new people know you.

Does a digital marketing agency do creative work?

Most do some, mainly ad creatives, social content and landing pages. Ask to see a campaign idea they wrote. A folder of ad variations will not tell you whether they can write one.

Which type of agency handles media buying in Malaysia?

Large advertising groups often buy media through a separate media agency. Digital marketing agencies buy their own digital media on Google, Meta and TikTok. Either way, ask who controls your ad accounts and make sure your business owns them.

Start with the job, then pick the agency

Work out first whether your problem is awareness or conversion, then hire the agency set up for that job. If people do not know you, buy the idea and the reach. If they know you and do not buy, fix the channels and the website. If you cannot tell which, fix the tracking first. And if the honest answer is "all three", talk to us. We will tell you which job to start with, even if it is one we do not do.
